I have the honour to transmit to you here-

witli translation of a Note addressed to me by the Wai

Wu Pu on the subject of the land taxes levied in

Kowloon.

In transmitting a translation of this Note

to the Governor of Hongkong, enquiring what answer,

if any, he would wish to have returned, I have in-

formed him that while I am sending it to him

direct to save time, I am of opinion that if Chinese

subjects residing in British territory consider them-

selves hardly used, the Chinese Minister in London

is the proper channel through which His Majesty's

Government should be officially addressed.
